GSTT is hiring, for a fixed-term period, a specialist responsible for public procurement activities

The German State Theatre Timișoara (GSTT) is hiring, pursuant to Government Ordinance No. 21/2007, for a fixed-term position, with the possibility of contract extension:

  • University degree (Bachelor's degree), preferably in the field of economics or law;
  • Knowledge of the legislation applicable to public procurement;
  • Proficiency in Microsoft Office applications;
  • At least 1 year of professional experience relevant to the completed field of study;
  • Experience or specialization in public procurement and knowledge of a foreign language are considered advantages.
  1. Applies the legislation in force in the field of public procurement.
  2. Prepares and manages documentation related to the planning, organization, and implementation of public procurement procedures in accordance with current legislation, including:

a) Drafting the annual public procurement plan and updating it throughout the budget year whenever necessary; establishing procurement priorities;

b) Participating in the preparation of technical specifications and tender documentation;

c) Initiating public procurement procedures based on procurement requests approved by the authorizing officer;

d) Preparing estimates of contract values and justifications regarding the procurement method to be used, whether direct procurement or, where applicable, one of the award procedures (open tender, restricted tender, competitive dialogue, negotiation procedure, request for quotations, design contest), based on the approved budget;

e) Ensuring the publication of public procurement notices (prior information notices, contract notices, and contract award notices) by preparing and submitting them for publication through the available electronic means and within the legal deadlines via SICAP (the Romanian Electronic Public Procurement System);

f) Reporting offline procurements that exceed the legal thresholds established by law;

g) Managing the actual conduct of public procurement procedures and the award of contracts for goods, services, and works;

h) Preparing minutes of bid opening sessions;

i) Evaluating submitted bids;

j) Handling appeals and preparing responses and resolutions to submitted complaints;

k) Drafting award reports and reports concerning the cancellation of procurement procedures;

l) Participating in the conclusion of public procurement contracts;

m) Monitoring compliance with public procurement contracts regarding contractual values and deadlines; the confirmation of the accuracy, regularity, and legality of payments under such contracts shall be carried out by the departments that initiated and requested the respective procurement.
